A proud native of Pitt County, Holden Spain is the embodiment of grassroots political leadership in action. From his early days as a dedicated member of both the Teenage Republicans and the Young Republicans, Holden has lived and breathed conservative politics from a young age.
After graduating from the University of Alabama with a degree in International Relations, Holden gained invaluable experience working on Capitol Hill. That time on the front lines of national policy shaped his understanding of the federal legislative process and instilled in him a deeper respect for the role local politics plays in shaping the nation’s direction.
In 2018, Holden returned home to North Carolina to serve on a competitive congressional campaign, and in 2020, he was tapped as Regional Field Director for the NCGOP Victory Program, overseeing crucial Northeast regions of the state. His leadership, organizing ability, and political instincts were quickly recognized, and in 2021, he was elected Second Vice-Chairman of the Pitt County Republican Party and the Coastal Plains Young Republicans Club.
Holden brings to ENC Consulting a wealth of practical experience in grassroots mobilization, campaign field operations, and policy development. He is known for his strategic clarity, relentless energy, and deep belief in the power of the conservative message when communicated effectively to the people.

Jeffery Moore

With a foundation built on academic excellence and practical campaign experience, Jeffery Moore offers a rare blend of legal insight, financial expertise, and on-the-ground political leadership. A Magna Cum Laude graduate of Campbell University’s Business School and currently a J.D. Candidate at Campbell Law, Jeffery brings both intellectual rigor and real-world campaign savvy to ENC Consulting.
His academic achievements are matched by his grassroots credentials. Jeffery began his political journey while earning dual Associate degrees from Pitt Community College, and quickly became a force in North Carolina’s conservative political network. From working as a Field Organizer and Turf Coordinator for the NCGOP to serving as Political Director for DeVan Barbour’s congressional campaign, he has helped build field teams, direct campaign resources, and raise the profile of principled conservative candidates throughout the state.
Jeffery is especially skilled in fundraising, voter outreach, data targeting, and campaign operations. His keen understanding of finance and law enables ENC Consulting to offer clients strategic legal and compliance perspectives—something most firms overlook.
